Abstract

Over 75 years have passed since the end of WWII, yet the Occupation still casts its shadow over Greek-German relations. This chapter provides a brief and concise overview of the Occupation and the postwar politics that shaped bilateral relations to better understand the role of the occupation period and its influence. Therefore, the chapter focuses Greece in the postwar period as well as the development of the bilateral relations. It introduces the concept of “friendship without reconciliation” and offers a unique periodization for the bilateral relations regarding reconciliation. It highlights conflicting narratives and diverging stances towards dominant perceptions of history.

One of the largest massacres committed in Greece during WWII by German forces was the execution of approximately 5,200 Italian soldiers in Kefalonia. It occurred on 21–22 September 1943, after Italy capitulated (Aga Rossi 2016).

Andartes is the Greek term for the resistance fighters. The term is applied by historians in Greek, English and German and is used in this thesis as well.

Lidice is a martyr village in the Czech Republic. It was destroyed on 10th June 1942.

Important notice for the German readers: “millions, billions and trillions” are in German respectively “Millionen, Millarden, Billionen”. German media often confuse the terms, citing wrong numbers.

After 2012 the decentralized governance structure changed, there are no prefectures but regions. The head of a region that used to be called prefect is now the peripheriarch.

In the interviews, interviewees from different martyr communities have pointed out that they lacked the skills or the knowledge to take legal action. Others have argued that their communities do not want to have to face their trauma in such ways and underlined that pursuing reparation is the responsibility of the state that must be resolved between the governments of Greece and Germany. In short, that individuals and relatives of victims should not have to bear the burden of this dispute.

The idea of friendship without reconciliation was conceived in a discussion with my supervisor, Prof. Dr. Martin Leiner in 2021. The idea is that relationships can be developed and flourish without addressing the “elephant in the room” because that would be the duty of another institution—in the Greek-German case it would be the governments.

In 2010–2018 the Metropolit Amvrossios was heavily criticized for his extremist right-wing positions and for openly supporting the Greek neo-Nazi party Golden Dawn. He stood trial for hate speech against the LGBTQ community.
